I suspect it's not a type-o, and it's not exactly wrong, though a
comma after the first "to" would improve it.  It would be slightly
better and more clear if it read as follows:

  Specify as much of the address as you need to SPECIFY, IN ORDER to
  remove ambiguity.  [Emphasis added to show words which are
  understood/omitted in the original.]

However, it is acceptable to leave out the repeated verb, and to leave
out the phrase "in order."  There isn't really anything wrong with it
as is, other than maybe the missing comma (to separate the subordinate
clause from the independant clause).
