[IP] USF in the Stevens bill.

First, Just to add to the USF FCC release, there's an  extension of the
"safe harbor' on wireless. this means that they're increasing the ratio of
local to long distance in a package --- from 28% to 37% ---



But more worrisome is the stevens bill --- the specific wording of the bill indicates that "INTRA-STATE" revenues are now up for grabs - ie, the entire
bill. - adding 11% to the entire bill vs the smaller part, which is LD>

Wording in the Bill: ---

''(C) REMOVAL OF INTERSTATE/INTRA STATE DISTINCTION.- Notwithstanding
section 2(b) of this Act, the Commission may assess the interstate,
intrastate, and international portions of communications service for the
purpose of universal service contributions.

24 ''(B) COMMUNICATIONS SERVICE.-The term 'communications service' means
telecommunications service, broadband service, or IP-enabled voice service
(whether part of a bundle of services or offered separately).===

''(C) CONNECTION.-The term 'connection' means the facilities that provide customers with access to a public or private network, regardless of whether the connection is circuit-switched, packet-switched, wireline or wireless,
or leased line.
