[IP] How stupid can they get No-fly lists

I have a friend from one of the smaller European countries. Very
nice guy,
makes his living as a computer consultant, wife and several kids, no
involvement with politics that I know. On a visit to the USA several
years
ago (before 9/11), he was detained and questioned for several hours, his
luggage taken apart, etc.
He was eventually informed that the reason for his detention was that
his
passport happened to have the same number as that of a suspected
terrorist
from another, unrelated country. He was never told what country. He
was
also told that the only way he could avoid being similarly detained
on all
future visits would be to change his passport number. Fortunately he
was
able to do so.
