************************************************************************ ****************** "Posse comitatus limits the involvement of U.S. armed forces in domestic law enforcement and has been a subject of debate and controversy since the passage of the 1878 Act. The issue is now a timely one in light of events of 11 September 2001. Congress passed the Military Cooperation with Law Enforcement Officials Act in 1981 which attempted to clarify the nineteenth century reconstruction era statute in key areas, particularly with regard to the use of the military to train civilian law enforcement personnel, to provide such personnel with military equipment and facilities, to assist civilian police in enforcing drug laws, and to reimburse DoD for services provided.

In 1989 then President Bush created 6 regional joint task forces (JTFs) within DoD to coordinate military and police agencies in the war against drugs and in 1994 DoD and the Department of Justice signed a memorandum of understanding enabling the military to transfer technology to state and local police departments."
