This has been Canada Post's domestic policy for some time. Since
leaving Canada I've occasionally been visiting up there and needed to
mail something to a Canadian address, but without the required Canadian
return address. This puzzled me for a while until I realized the
solution is to put the "to" address (adding my own name) as the return
address. Has (so far) worked every time.

Of course, that's *any* name and address that the sender
chooses to put on the mailing, not necessarily the *actual*
name and address of the sender. The security-enhancing
aspects of this rule are unfortunately laughable.
All packages I've received in USA from my family in Australia for the
past
few months have been stamped with "ID Recorded" (or similar). If enough
countries start this practice and its not too easy to forge, then it
might
indeed become a "workable" system - at least to the extent that any such
system can be (i.e. the people who really want to bypass it can and do,
while everyone else pays the cost and suffers the inconvenience).
