For better or worse, many of the formats, protocols, and other features
of today's Internet are direct-line descendants of systems, protocols,
and decisions that date from the ARPANET era (e.g. e-mail, file
transfer, and numerous others) -- in some cases largely unchanged from
their early forms. One result of this has been problems (such as spam)
that we did not foresee back in those early days, when mass access to
the Network of the sort we have now would have been viewed as
improbable science fiction.
The historical and technical linkages between ARPANET and Internet are
very tight indeed.

Dave,
There was a lot of great work done on both the Arpanet (packet
switching) and the Internet (internetworking), and lots of people
deserve credit.
But the packets in 1969 were not internet packets, had no internet
addressing, could not have been forwarded to a different network,
etc., etc.
This is rather like dating television back to Marconi -- a stretch.
