SBC Switch Rule Found Unlawful

SAN JOSE, Calif., June 11 (AP) - A policy of SBC
Communications that prevents its customers from switching
their local phone service while keeping their SBC
high-speed Internet connection has been ruled unlawful by a
state regulatory judge.

The ruling on Wednesday stemmed from a complaint made by
Telscape Communications, which contended that SBC would not
process requests to switch its customers to Telscape if
they subscribed to SBC's digital subscriber line service,
which gives them access to the Internet.

Anne E. Simon, an administrative law judge for the
California Public Utilities Commission, said the policy "is
not just or reasonable" and ordered SBC to cease the
practice, also known as "forced bundling."

SBC has 30 days from the date of the ruling to appeal to
the utilities commission - an action the company intends to
take, said John Britton, an SBC spokesman.
