Not that new.

NTT DoCoMo's keitai / iMode phones were bombarded heavily with this till 
several months back (they call it "wangiri" / "one ring" in Japan, and 
dialing the missed call would play you a pitch for a "deai" site .. a 
"dating" site that actually offered "paid escorts")

I think they put quite a few measures in place (such as not logging a 
missed call on a single ring, for starters, besides going after the 
phone spammers legally)
