Um... on that basis, shouldn't the New TLD Evaluation Process and "Proof of
Concept" be completed before the TLDs are enlarged?

What happened to the NewTLD Evaluation Process, by the way?
Where on the ICANN website can we see up-to-date details of the Evaluation
being carried out, the areas already completed and reported on, the areas
still being evaluated.
Where are the specifics?
Where are the timescales?
This all seems to have been nominally handed over to one person, who does
not appear to have posted any details.
Is the New TLD Evaluation Process being carried out in the detail and to the
extent the NTEPTF proposed?

And where are the Registry Evaluation reports, required under Appendix U of
the ICANN-Registry agreements?

They've never materialised either?

Why this lack of transparency, and things just either not happening, or
being kept behind closed doors?

As you say Mark, "Doesn't one first evaluate a testbed before enlarging it?"
