In general, this is quite hard but well justified, and we don't always 
have to be nice.

A couple of observations on "to registries":

"Adding small fee, such as 25 cents per Domain to those registrants who 
kept their names using add grace period may be one solution, but we are 
not fully convinced."

[I suppose you mean, those who deleted their names in the add grace 
period, or something like that]

This is not something (for what I understand) that registries can decide 
on their own, it's ICANN that has to decide that (right?), so it should 
be addressed to the ICANN Board instead.

For the rest, I think that this is perhaps not top priority for 
registrants (I mean, "Registerfly" is more important) but still quite 
important, and we should push ICANN to start doing something, at least 
studying the matter. So let's try to release this in Lisbon.
