[alac] Certification of At Large Structures



As you know, we now have a pending request for accreditation as At
Large Structure, and others are expected to come in the next weeks.

According to ICANN Bylaws, the decision to certify or de-certify an At
Large Structure requires a 2/3 vote of the ALAC (so there's no need to
go through the Board).

This brings forward the issue of how to conduct such vote. To
summarize (especially for the new members), there was a discussion at
the very beginning of the work of the Committee, to decide whether we
needed to adopt formal procedures for the development of documents and
motions and for online votes. In the end, the majority of the
Committee preferred not to have formal procedures.

This means that, I think, we could actually now have a simple e-mail
vote on the request of accreditation: the Chair could call the vote,
give the members some days to send their vote to the list, and call
the result. Would everyone be comfortable with this?

The alternative is to re-discuss the issue about formal procedures, at
least for what relates to voting; in this case, there already are some
drafts, deriving from past experiences with organizations that conduct
votes by e-mail, that could be quickly updated and approved.

I would like to sort this procedure out as soon as possible, so that
we are prepared to respond effectively to the requests of
accreditation that may come in the future. So please post your
opinions on this matter.
