Therefore it is resolved
-- [adopted and endorses Blueprint and broad]
-- [that ERC oversees implementation and transition
with continued involvement of community;
schedule and implementation recommendation at
next teleconference meeting]
-- [President to provide assistance and resources]
-- [Board takes note of importance of following
issues:
-- need to emphasize geographic and cultural
diversity
-- consider the creation of an ALAC
-- ensure that composition and operation of NomCom
in fact represents a balance
-- collaborate with critical infrastructure
providers and technical community to further
establishment of effective working relationships
-- ensure that policy development processes enhance
and promote bottom-up policy development process]
-- [strengthen opportunities of ICANN's capacity to
fulfill mission]
-- [takes note of ongoing community involvement]
Discussions:
-- discussion about adding geographical and cultural diversity
"in all parts of ICANN structure" (proposal by Andy Mueller-
Maguhn), "emphasize fundamental importance of" (Jonathan
Cohen"), "devise and incorporate specific measures
to ensure, to the extent feasible" (Sang-Hyon Kyong),
already contained in Blueprint -- e.g. "at all levels
of policy development and decision-making" (Lyman Chapin),
important to mention it (Hans Kraaijenbrink), strike
explicit mention of "geographical and cultural" (Helmut
Schink) etc.
finally: [...] devise and incorporate specific measures
to ensure, to the extent feasible, geographically and
cultural diversity in all parts of ICANN structure [...]

-- On [NomCom a balance among all segments of the ICANN
community]. "balance between ICANN Community and
those being affected by its policies" (proposal by Andy
Mueller-Maguhn), "balance all segments of Internet
community" (Hans Kraaijenbrink), happy with that (Andy
Mueller-Maguhn, Lyman Chapin)

-- promote the bottom-up policy development process,
"a transparent [...] process" (proposal by Andy Müller-Maguhn)

-- Amadeu Abril I Abril notes that reasons for this reform seems
to be at least partially also reaction to some external
political pressures; notes that there has been too much
emphasis on seizing representation instead; too much emphasis
on symmetry, e.g. between SOs. Express reservations, not
prepared to vote on final solution with certain elements:
Board too large, Board composition still excessive
representative model, should have more courage for NomCom
to avoid horse-reading.
-- Jonathan Cohen: While ensuring that nobody feels left out,
we must avoid horse-trading, gridlock and balkanizing the
Board. Will vote in favour.
-- Nii Quaynor: Wish those commenting would propose an
alternative.
-- Amadeu Abril I Abril: Would prefer NomCom to be obliged
to consult with groups.
-- Helmut Schink: Will vote in favour. Some issues are still
open.
