I think they probably have. I've only been using Macs for a bit over a
year. I have:

  LC_COLLATE="C"
  LC_CTYPE="en_US.UTF-8"
  LC_MESSAGES="en_AU.UTF-8"
  LC_MONETARY="en_AU.UTF-8"
  LC_NUMERIC="en_AU.UTF-8"
  LC_TIME="en_AU.UTF-8"
  LC_ALL=

The LC_COLLATE is my own, to make listings go in the order I historicly
expect (and on which I suspect some of my shell scripts rely).
