I'm not certain, but I believe that it may require a / on the end when
you're intending to use a directory of cache files. Without the /, it
may be trying to open ~/Mail as a FILE, which fails (obviously), and
mutt doesn't know what to do after that.
I don't know why the behavior would change from 1.5.13 to 1.5.17,
though.
