Sorry, I can't help but I can let you know that you aren't alone: I see
the exact same thing.

Anyone know what is going on here?

I think you need to define it in your .muttrc Eg.
set tmpdir="~/.tmp"

I'm using 1.5.13-1.1 from Sid.
