That variable just tells mutt how often to have POP check for new
mail. However, mutt can only check for new mail while it's running,
which is while it's processing some event, which is usually a
keystroke. If you're not typing, mutt's not running and it can't
check for new mail.
To overcome that problem, mutt has a timer that times out after a
period of no keyboard activity. When that timer expires, mutt wakes
up long enough to check for new mail, then goes back to sleep. That
period is set by the 'timeout' variable, which has a default value
of 600 (10 minutes).
To get the behavior you want, try setting 'timeout' to some smaller
value. I have it set to 10 seconds.
