resend-message dropping attachements

I received a message, and "v" shows:

Now, I know if I want to forward this on to someone else I have a few
options:

1) one way would be to just tag the images and ;f to forward them.  But
that doesn't preserve the original format.

2) set mime_forward and forward the entire message as an rfc822
attachment.  (btw my version of squirrelmail won't show the above)

3) use resend-message (ESC-e).  But, when I do that on above message
(from the index menu, not from the attachment menu) mutt only
attaches the "_AVG ..." part, not all the other attachments.  I
thought resend-message was suppose to replicate the entire message.

Am I wrong about how resend-message works?
