Assuming you've compiled with POP support:

c [to change folder]
pop://pop.server.name/ [enter]

You can put a username in front of the server name, like this:
        pop://user@xxxxxxxxxxxxxxx/

You can also give the POP url from the command line:
        mutt -f pop://user@xxxxxxxxxxxxxxx/
