None that I know of. 

I did a little googling and may have found the author. According to
http://ku.wru.umt.edu/mirrors/guckes.net/mutt/news.php3.html The
Muttrc Builder was written by a Mahdi Nadir,
mahdi(at)mutt.netliberte.org.
http://pear.php.net/bugs/bug.php?id=711&edit=1 lists an entry from
mahdi dot nadir at viveris dot fr, so maybe it's the same person.
