Some Americans may believe that luggage thefts are a small price to pay
for making air travel safe.

This article seems to miss the obvious question: if baggage screeners can remove items from luggage and successfully get them out of the work area, what is to keep them from putting something *into* a bag? This is probably far from the biggest hole in the system, but anybody who sees this sort of laxness as "a small price to pay" hasn't thought it through.
