Perhaps; but what are the alternatives? You can alter (e.g. add
signatures) or *revoke* a key on the server, but if people are relying
on that server's information, there are limits on what you can do
without making it into a mess (see the mess that is DNS for what you'd
have to do to get that kind of behavior you want reasonably correct).
I think the PGP servers have done a pretty good job of balancing the
needs of key-owners and key-users, all things considered.
