Try adding the following line to your .muttrc (or replacing the
ppropriate line):

set editor="vim -X"

Long version: vim by default (or not) tries to connect to the X server
to enable client/server behavior. Through putty there is no X server, so
that fails - after a timeout (X11 is network-oriented, one needs to wait
for network lag). I am guessing that the timeout on your system is set
to 20 seconds ...
