enable-pop will do it as well.

Nope, you're doing it exactly right. It was decided (by fiat,
essentially) that the cache would not be stored in a standard mailbox
format (e.g. maildir). The point of the cache is so that you don't
have to re-download messages that you've already viewed. If you'd
rather have the ability to view things offline, then you should
probably put in a feature request (http://bugs.mutt.org).
