No. Your system clock needs to be set to GMT. Not to local
time.
If you want to deal with local time, you MUST install the time
zone package.
If you are sure that you'll only ever deal with a single time
zone, then extract the file /usr/share/zoneinfo/US/Pacific from
it, and copy it to /etc/localtime. This file has a size of
1kB.
