That shouldn't matter. The encoding of the config file doesn't affect
the charset of the terminal, and so doesn't affect the value of mutt's
$charset variable. If he needs non-ascii characters for his config
file for some reason, all he needs to do is set "config_charset"
somewhere before the non-ascii characters.
