Changing results of "compose f"

I frequently wish to change the Fcc of a given message, but not so
predictably as to allow the use of a fcc-save-hook.  

What I'm wondering is, can I change the behaviour of "compose f"?  

Currently, it shows the current Fcc, but I'd rather just start with "="
and type (and tab-complete) the destination address manually.  

I tried a couple of things, but my most successful attempt resulted in a
wildly flickering screen (thank goodness for visual bell) and a need to
kill the program manually.  Any suggestions would be appreciated.
