I must look at the perl script given in another post which looks nice,
but if you want to do things like emacs, I have something like this in
my .vimrc
" reflow from marked pos
nnoremap Q gq`m
so then I just move the cursor to the biginning of the block to reflow
and press mm (mark m) then move the curser to the end of the block and
press Q to reflow. It keeps quoted blocks as required.
