i use folder-hooks that, depending on which 'account' i'm looking at 
change a bunch of settings, one of which is pgp_sign_as.   it's a
simplistic approach, but it works, since i only really have two keys i 
use anyway.  i don't see why you can't use any of mutt's *-hook's for 
what you want.  

    folder-hook . '\
        blah balsdhfasdfna\
        blasdfadfasdflasdf\
        asdfasdfasdfasdfasdf\
        set pgp_sign_as=0x00000001\
        adfadsfasdfasdfasdf\
        asdfasdfasdfasdfasdf'

    folder-hook account1 '\
        blah blasdhjfasdf\
        adfsadsfasdfasdf\
        set pgp_sign_as=0x00000002\
