There is a sample muttrc - on my system, it is in
/usr/share/doc/mutt-1.5.5.1/samples/sample.muttrc.gz. There are also many
online, check http://www.mutt.org/links.html#config . The systemwide Muttrc
can be copied to ~/.muttrc and edited, as well.
