Am I seeing double?  No, those two messages came from two different
guys ... funny coincidence, eh?  Neither of 'em likes wrapping lines,
either :-(

On a slightly more useful note, cpp (a.k.a. gcc -E) is one option if
you're looking for conditional interpretation of your muttrc.  However,
if you want to base your conditional interpretation on information only
available inside Mutt itself, you'll need conditionals that Mutt itself
can interpret.  Depending on what you're trying to accomplish, there
are various options available.  If you give some more details about what
you'd like to do, you'll get more details about possible strategies you
can pursue.
