expansion of $weed to runtime from parse time.)
Respecting $weed when decoding was added in [df3a6ad8d9d5], unfortunately
without explanation. I'm not sure what the impact of disabling that is
(see set_copy_flags()), e.g. if it has an impact on non-MIME forwarding,
etc.
