Due to a recent change, Mutt now sends mail with an incorrect charset
(e.g. UTF-8 contents, but the header says ISO-8859-1). The bug can be seen
just by postponing a message and recalling it. r5754 was OK, but r5759
isn't.
Setting as blocker since this makes Mutt unusable in practice and this is
a recent regression.
