5759:b5cbd0dab863 breaks correct encoding of e.g. iso-8859-1
content. Or rather it declares charset iso-8859-1 and leaves
utf-8 as utf-8 without iconv-erting it to iso-8859-1.

I bisected, and

changeset: 5758:85ab85a8109d
branch: HEAD
parent: 5756:af100710101e

summary: Merge backout

is ok.
