dev.mutt.org IPv6 is down

Hello,

not sure whether the appropriate people are monitoring the IRC channel,
so I'm sending this over the list as well.

(http://)dev.mutt.org is occasionally unresponsive from the IPv6 world.
The connection simply times out which allows failover to IPv4, but only
after a timeout of around three minutes on most systems (so it's pretty
unusable when it happens).

It used to work for a short period of time just after I reported that to
the IRC channel (so I thought someone had silently fixed it), but now it
is gone again. This behaviour is consistent with a stateful IPv4
firewall dropping proto-41 (IPv6-in-IPv4) packets from outside when no
such packet had been sent before.

Please have a look at it and thanks for offering services on IPv6
anyway.

Regards,
Bernhard
