I can read it from both local and imap mailboxes.
(OpenBSD i386 4.4, which has no /usr/i18n)

BTW, your "hang.message" is English though it says
it's ks_c_5601 Korean.

I can read its body correctly after setting one of
these hooks:
 "charset-hook ks_c_5601-1987 us-ascii"
 "charset-hook ks_c_5601-1987 euc-kr"
 "charset-hook ks_c_5601-1987 iso-2022-kr"
(I don't see your hangup even without one.)

I have no idea what ks_c_5601-1987 means, but I
suspect NetBSD (Citrus?) iconv. I think I'm using
GNU iconv.
