I rebuild ncuresw and iconv -- no dice.

I tried out your fink package on 10.3.9: same prob.

I wouldn't mind a garbled display of the wrong headers, but never
to be sure whether I can actually open a mailbox, and, if not,
fire up another terminal, LANG=en_US.ISO8859-15 etc. etc. hmmm.

Revert my whole setup to iso ...? Extra environment for mutt ...?

Ironically I've got the slrn preview working quite well now with
slang2 ...
