[PATCH] <create-alias> writes to $alias_file in $config_charset

Hello,

    The attached patch-1.5.12.ab.create_alias_charset.1 extends the
action of $config_charset to the <create-alias> function appending a new
alias to $alias_file. It also documents better $config_charset.
