As Rado nicely outlined how to misunderstand this on #mutt, I vote for
replacing the contents of doc/patch-notes.txt with the content of that
wiki page.
At least check_sec.sh and the 'safe_free() vs. FREE()' consensus should
be mentioned somewhere...
