Hi, I don't know who's currently reponsible for dev.mutt.org.But there we probably would like to a have a pointer to the latest CVS version of UPDATING so people can easily check before upgrading.
Also, the manual (HTML) linked there is somehow really broken since it contains strange unicode characters or something like that.
