yes (for more than one reason). Michael's copyright is not the same as the GPL.
Taking a quick look at the code, it appears that someone confuses the two, so there is no discussion of the conditions for modifying the copyright notice (or not).
That makes things like this: * Copyright (C) 1996-2000 Michael R. Elkins <me@xxxxxxxx> * Copyright (C) 2000 Thomas Roessler <roessler@xxxxxxxxxxxxxxxxxx> ambiguous, since the conditions required to add new copyright owners aren't reflected in the comments. (It's not a problem as long asMichael and Thomas are in close agreement, but it's easy to find projects where this is a problem).
