Grrr... I forgot to quote the line. Here is it from doc/manual.sgml.head:

I get:
fields with the `` y'' selector. ``X-Label:'' is not a standard
in doc/manual.txt. What is strange is that the following line in
doc/manual.txt is correct:
~y EXPR messages which contain EXPR in the `X-Label' field
