mutt/2030: ~ character in manual.sgml.head not correctly interpreted

I don't know about SGML, but the ~ character seems to be interpreted as a 
non-breaking space. manual.txt contains a space instead of a ~ (and if 
--charset=latin is used, I get a warning "can't find numbered character 160" 
and this character is stripped). manual-4.html contains the entity "&nbsp;" 
instead of a ~.
