You could use something like c-client, which should support all the
local mailbox formats (plus a bunch of remote ones).  Oops: it
apparently doesn't (and won't unless you use a 3-rd party patch)
support maildir though.  You might be able to use balsa's library which
I think is based on mutt.

Or you could take the easy way out and install one of the dozens of
already-written webmail programs :) I don't know how common Maildir
support is.
