Failed build with todays CVS

I'm getting the following error with the latest CVS 

make: `Makefile.am' is up to date.
Makefile.am:14: `bin_SCRIPTS' contains configure substitution, but
`EXTRA_SCRIPTS' not defined

command line is

./prepare --prefix=/home/festus/usr/local/mutt --enable-imap \
--with-ssl=/home/festus/usr/local --with-homespool=/home/festus/mail \
--with-sasl2=/home/festus/usr/local --enable-hcache
