I can confirm that this behaviour happens on both mutt 1.5.4 and
1.5.5.1 under Cygwin, and not just when sending - it often happens
when reading also. I still haven't had time to dig deeper, but will
eventually because I want to sync up with the latest and greatest.
Unfortunately, I'm still on the 1.5.3 'gold" version, which has been
solid since the day I compiled it.
One thing the OP can check is his version of iconv. Google for one
of my posts on the Gmane Cygwin newsgroup, where I had to downgrade
to a previous build of iconv to get everything working. I haven't
touched my Cygwin since then, so there may be a later version of
iconv that fixes the problem. Hope this helps.
