Well, at the very least it's very counterintuitive, especially given
that save-message does not weed out headers.

Ok, I just tried to write an appropriate macro:
macro pager "\es" ":unset weed\n<decode-save>:set weed" "non-weedy decode-save"
It does not work, since I can't find a way to re-set weed after
<decode-save>. `:set weed' is used as the proposed input to
<decode-save>. Am I missing something?

Yes, and the resolution
(http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=129220) was "Try
decrypt-save instead." I couldn't find that command in my 1.5.4 mutt.
