Actually, it is worse than that.

When I was in Budapest a few years ago with Cingular. What would happen is if someone called and I choose not to answer it, I would get billed for 2 minutes of Intl LD (about $1.49/minute) for every minute of voicemail they left. Basically, I got billed for forwarding the call to Europe, then if the call went to voicemail, I would get billed for making a call from Europe back to the US for as long as they were on the phone.

The way I delt with that was using GSM there is a way to set 'forward all calls' - so I forwarded all of my calls directly to voicemail. If someone calls, it goes straight to voicemail (at no cost to me). If they leave a message then for free I get a voicemail notification. I could use a local calling card from a payphone (or from my cell) and call into to check my voicemail. The biggest disadvantage is I can't get the caller-ID info.

IF you turn off your forward 'no-answer' then you will probably only get billed if you pick up, but if you don't pick up, then it won't go to voicemail.
