It's because subscribers want a loaf on some days but a slice on
others, but still want to pay only the cost of a slice each day.
What ISPs are doing is baking enough loaves to satisfy the usual
demand, assuming a typical percentage of users who want whole loaves.
If they had to absolutely guarantee a loaf a day to everyone, then
they'd have to raise their prices to cover baking a larger number
of loaves, many of which would go to waste because they would not
be eaten. That's why smart ISPs sell not only speed but also duty
cycle.
