I don't understand...what's odd about this?  It makes perfect sense.  Ever
hear of the Salvation Army?  It's one of the nation's major disaster relief
agencies.  It's also a religious denomination--just like the Baptists or
Catholics.  And of course, Baptists, Catholics and other religious groups
run emergency relief agencies as well.  And then there's all the individual
churches that are vitally involved in emergency activiites.  My sister, a
Unitarian minister, did relief work at Ground Zero on behalf of her church.

It'd be a dereliction of duty for DHS not to have liaison with these
outfits.  You need to chill.

Security With Respect to Faith-Based and Community Initiatives

Section 3 (not shown above) is traditional bureaucratic doublespeak -- it
creates and staffs an office....but then charges it with finding ways to
reduce bureaucracy, rules, redtape, and streamline operations.
