Experience in the UK shows that they're useless at preventing crime,
once they become all pervasive then the crooks ignore them just as much
as the average citizen.

As for their use in tracking down criminals there are a number of
problems

* Cameras are often pointing the wrong way at the critical point in time

* Tape management is dire and unless the Police are willing to throw
  major resource into collecting the tapes the important images can be
  overwritten.

* Many of the systems are actually faulty so there's a reasonable chance
  that the camera which might help isn't actually recording.

* Images from the cameras are usually fuzzy at best and are only good at
  confirming that a person who is already being charged using other
  evidence was in the area at the right time

However to state that cameras don't prevent crime is something akin to
claiming that the sun doesn't rise in the morning in the eyes of the
media and general public.
